In view of the foregoing remarks, I respect-

fully submit that, my salary was, and the pension now awarded is out of all proportion to the services I ren- dered to the Government, as I am now awarded a pension at ordinary rates without any regard to the clauses whereby

higher grants are made I consider this most unfair.

My pension at present awarded is £200 per annum,

less 4% contribution to the Widows' and Orphans' fund.

May I ask if Mr.Secretary Harcourt considers the

above as adequate remuneration for a competent professional

man, who has carried out the principal Government buildings

in Hongkong under most trying conditions as well as many

works of less magnitude!

It seems strange to my mind that the Government

of Hongkong can even lose funds, as pointed out in previous

letters, amounting to $239,782.19 and then ignore a just

claim for services rendered by one who has done his utmost

to prevent and minimize such loss.

3. With respect to clause 5, I much regret that

Mr Secretary Harcourt cannot agree that I have performed

special services altogether in excess and beyond the usual

scope of those which I was paid to perform, within the

meaning of the Pension regulations, nor that I should be

regarded as having received an injury specifically attribut-

able to the nature of my duty, and consequently eligible

for an increased rate of pension on that ground.

I submit that my letters re the New Post Office

Buildings as well as the New Law Courts Building clearly

demonstrate that I have performed very special services

to the Government, and further that no salary can ade-
